Polish Association of Insurance Medicine

The goals of the Polish Association of Insurance Medicine are the following:
- promoting the international and national achievements in the field of insurance medicine,
- encouraging the practical implementations if these achievements,
- increasing the high prestige of insurance medicine medical doctor, putting stress at the same time on preserving ethical values involved.

CEECLAM Constitution

      Name

A non-profit-making, voluntary and self-governing organisation set up for an unlimited length of time.
The organisation shall be acting in accordance with the Polish Law on Associations.
The organisation shall be known as "Central-Eastern European Committee for Life Disability and Health Assurance Medicine " and hereinafter referred to as the CEECLAM.
The Association membership should comprise the entire Central - East European market.
The main address of the CEECLAM will be at the LIM Office Centre 18.18 Al Jerozolimskie 65/79, Poland.
The Association may become a member of international organisations of similar profile.

      Mission - Aims and Objectives

The mission of the CEECLAM shall be:
1. To foster the active involvement of insurance medicine specialists in continues education and exchange of professional experience
2. To represent the insurance medicine community within CEEC
3. To promote the teaching, study and dissemination of knowledge, and thus contribute to increase the quality of risk assessment and claim management in life, health and disability insurance.
4. To promote the concept of a standardization of medical procedures in life, health and disability insurance.
5. To contribute to high professional prestige of a physician specialised in the insurance medicine and to attach importance to keeping high standards of the professional ethics
6. To provide a forum to disseminate accurate information, address relevant issues and develop a sense of community by fostering interactions among its members.
7. To promote a productive dialogue between specialists and the European and non-European Medical Insurance Societies.
8. To maintain public relations aimed at promoting the expertise of CEECLAM managers to international community
9. To foster the mobility of young specialists among different European countries, promoting the establishment of a network for educational exchanges.

Major areas of the Association involvement

The CEECLAM will realise its goals by means of:
1. Participation in training - arranging lectures, meetings and discussions for its members as well as symposia, conferences and congresses on international level
2. Broadening professional knowledge and experience by arranging and executing training sessions to improve knowledge in the field of insurance medicine and medical underwriting
3. Creating and supervising system of continuous professional education in insurance medicine risk assessment and claims management
4. Input in legislation concerning life and health insurance issues within CEEC
5. Developing guidelines for setting standards of medical procedures in life and health insurance on national and international level
6. Maintaining extensive contacts with all active insurers and reinsurers to establish a network of specialists able to disseminate accurate professional information
7. Participation in number of initiatives and studies to promote life and health medicine as well as professional expertise of the CEECLAM members
8. Involvement with regulatory bodies in improving the insurance medical services and infrastructure in CEEC
9. Creating generally accepted standards relating to the insurance medicine, as well as their propagation and implementation in the insurance environment
10. Co-operation with State Offices for Insurance Supervision, Head Chamber of Physicians and Government Administration, universities, scientific institutes, self-government administration, associations and other NGO's in the field of insurance medicine
11. Co-operation with those persons or institutions who due to their experience and occupation may contribute in fulfilment of the tasks and aims of the Association
12. Preparing opinions on the conditions and standards regarding performance of insurance medicine experts as well as professional qualifications required for this profession and specialisation in space of university education.
13. Publishing professional periodicals, articles in periodicals of various type as well as preparing and promoting of books.

Membership

The membership of CEECLAM shall consist of five classes:

      Active Members:

All individuals holding a M.D. position and who are personally involved in the process if risk selection, underwriting, claims assessment and medical consulting in insurance (medical directors, assistant medical directors or medical consultants for insurance companies)

      Associate Members:

Physicians who are not medical directors, assistant medical directors or medical consultants for insurance companies, nurses, underwriters and other health professionals who serve in the capacity of insurance companies medical section.
Associate members shall enjoy the privileges of membership but should not hold office or vote

      Honorary Members

Individuals who have rendered distinguished service to insurance medicine. They may not hold office or vote.

      Corporate Subscribers

Organisations or individuals financially supporting the CEECLAM and its goals

      Consultant Advisers

All individuals holding a M.D. position who due to their expertise could serve as consultants for the realisation of the Mission of CEECLAM.
To be nominated for active or associate membership each candidate shall be recommended by two active members of the organisation.
Honorary Members and Consultant Advisers are nominated by the decision of the Board

      Organs of the Association and Government:

The organs of the Association shall be as follows:
- The Board
- The General Assembly
- National Committees
- Sections

      The Board:

1.The Board shall be made up of individuals selected among the active members for a duration of three years, and may serve no more than two consecutive terms.

The Board shall include:
- A President
- A Past President acting as a Vice-President
- A President Elect acting as a Vice-President
- A General Secretary
- A Treasurer
- Members
Each Member Country should have at least one representative in the Board

- Coordinator of scientific activities
Board finds necessary to propose a new permanent position within the organisation. There is a demand for a person who would co-ordinate scientific activities of the society, develop new contacts, encourage closer co-operation and exchange of the ideas and experiences between member countries, guide valuable initiatives and run new international programs in data collection and processing

2. Role of the Board:
The board shall speak for the CEECLAM, shall act as representatives and advocates of the CEECLAM, shall be responsible for the administration of the affairs of the organisation (including financial issues and amendments of the Constitution).
Decisions made by the Board require agreement of at least 50% of its members.
The President, the General Secretary and the Treasurer can legally engage the CEECLAM by their signature.
The President or the Vice-Presidents shall conduct relationships with other Medical Insurance Associations (ICLAM, AAIM, AIMA)

      The General Assembly

Shall be composed by all the members of CEECLAM.
The General Assembly shall be organised and guided by the Board. Decisions made by the General Assembly regarding elections, modifications of the Constitution or of the CEECLAM policy, require that at least 50% of the Active Members present at the General Aassembly agree on the project.

      National committees

National committees shall be formed from the active members within each member country as deemed necessary to address locally specific issues of CEECLAM.
In particular National Committees could apply to the Board for nomination to host the next scientific conference. The Board would take the decision on the conference venue.

      Sections

The Association may bring sections and other units to execute its statutory goals within the limits of the law.

      Financial Resources

They are represented by:
- The Active Members annual subscription fee - 30 EUR
- The Associate Members annual subscription fee - 20 EUR
- Corporate Subscriber
- Financial support by Insurance and Reinsurance Companies
- Financial sponsoring by any organisation or individual supporting the CEECLAM and its goals

Amendment 30 Sept 2005
The Board has decided to waive the membership fee for the next 3 years period.


      Rights and Obligations

1. All members shall be obliged to observe the Constitution of the CEECLAM.
2. All members shall be obliged to pay an annual subscription fee (see Amendment 30 Sept 2005).
3. Under special circumstances, exceptions can be made at the discretion of the Treasurer.
4. All members have the right to address suggestions to the CEECLAM Board
5. Members shall have the right to participate in the decision making process of all issues relevant to the CEECLAM, within the framework of the others rules of the present constitution.
6. Every effort should be made by CEELAM members to also be member of their national society (i.e. MEBOT, PAIM).

Meetings
1.General assembly shall be held at least once every three years, and shall be open to all CEECLAM members.
2. The board of CEECLAM shall meet regularly once a year. Additional active, associate members, or other persons may be invited to participate as necessary. Meeting minutes shall be public. 3. Every third year, effort should be made to hold a CEECLAM meeting (General Assembly) at a Central-Eastern European scientific conference on insurance medicine
4. The venue of each conference shall be announced by the Board as a formal decision that should be preceded by written application from the Board Member or National Committee or National Society.

Means
The funds raised by the CEECLAM shall be intended to be used solely for the mission and activities mentioned above. In case of breaking-up of the CEECLAM, its funds shall be immediately transferred to another association pursuing the same mission and activities.
